The Arkansas Democratic Black Caucus Outreach Scholarship was established in order to increase the number of qualified, yet underrepresented, minority college students entering the field of public service. The Arkansas Democratic Black Caucus (ADBC) will award up to two (2) scholarships to currently enrolled full-time students at Arkansas Historically Black Colleges and Universities.


The ADBC will award two $500 scholarships. All scholarships will be mailed directly to the institution of attendance to be used to cover education-related expenses.


Applicants must be a student attending one of the following participating Arkansas Historically Black Colleges and Universities (HBCUs): Arkansas Baptist College, Philander Smith College, Shorter College or the University of Arkansas at Pine Bluff; an Arkansas resident who has a minimum 2.5 GPA on a 4.0 scale; and has completed a total of 24 credit hours towards an undergraduate degree. The anticipated degree must be in a subject that will lead to a career in public service. The ideal candidate is a student with a demonstrated interest in working in public service. Additionally, the candidate will demonstrate financial need. Democratic Party of Arkansas (DPA) officers, ADBC officers, and their immediate family members are not eligible.

  1. Answer BOTH questions in a 12 point font, one-page essay
  2. One (1) page resume listing extracurricular activities, honors, employment, community service, and special skills
  3. A recent photograph suitable for publication
  4. A copy of a current transcript (unofficial transcripts will be accepted however, official transcripts are preferred)

All application packets must be postmarked or emailed by January 26, 2019.
